Signals offer the maximum degree of control at intersections. They relay messages of both what to do and what not to do. By altering the color of the light, drivers and pedestrians know when to stop and when to renew the movement. If all traffic signal lights are not working because of an electrical power failure, you must stop at the intersection and then proceed when you know other turning and approaching vehicles, bicycles, or pedestrians have stopped.
