1. Study for the Vermont learners permit test

In order to get the learners permit and eventually the Vermont drivers license, everyone regardless of age must pass a written test on traffic laws and signs. Most people fail this test on their first try.

2. Apply for the Vermont learners permit

You must schedule an appointment to take the learners permit test. You can either call 1-802-828-2085 or make an appointment online to take the test at your local DMV.

In order to be eligible for the learners permit, you must:

Be at least 15 years old.
Bring proof of identity to include date, city and state of birth. Proof of identity is one Primary document and one Secondary document. View acceptable documents.
Give your Social Security number.
Have your parent/guardian sign your application if you are under 18.
Have maintained a clear driving record for the previous 2 years.
Pay the applicable fee.
Pass a vision test.
Pass a written knowledge test.

Once you have pass the written test, you will be issued a learners permit which allows you to drive only if you are accompanied by one of the following:

A licensed and unimpaired parent or guardian,
A licensed and unimpaired driver education instructor, and/or

A licensed and unimpaired person at least twenty-five years of age.

3. Take Vermont drivers education

Under 18:
If you are under 18, you must take a DMV approved Vermont drivers education course consisting of 30 hours of classroom instruction and 6 hours of in-car driving lessons. These courses are provided through high schools and approved driving schools. Online courses do not satisfy this requirement.

18 and Older:
If you are 18 or older, drivers education is not mandatory in Vermont. However, it’s always a good idea for new drivers to take a Vermont drivers education course. With quality drivers education, you can:

Learn the rules of the road and essential safe driving skills
Have a better chance of passing your learners permit test
Qualify for an auto insurance discount (where applicable)

Note: this course will not satisfy the Vermont drivers education requirement for new drivers under 18.

4. Practice driving under supervision

Practice driving under supervision in accordance with the restrictions of your learners permit. If you are under 18, you must hold your learners permit for at least 1 year and you must log at least 40 hours (10 at night) of supervised driving practice.

5. Take the driving test for the Vermont drivers license

Schedule an appointment to take the driving test by either calling 1-802-828-2085 or making an appointment online to take the test at your local DMV.

In order to be eligible for the Vermont drivers license, you must:

Be at least 16 years old.
Have held your learners permit for at least 1 year if you are under 18.
Bring proof of identity, age and place of birth. Proof of identity is one Primary document and one Secondary document. View acceptable documents.
Give your Social Security Number.
Submit form TA-VN-210 (Driving Practice Log Sheet) certifying that you have completed 40 hours (10 at night) of supervised driving practice if you are under 18.
Submit a drivers education certificate of completion if you are under 18.
Have you parent/guardian sign your application if you are under 18.
Have maintained a clean driving record for the previous 6 months if you are under 18.
Bring a car that is clean and in good mechanical condition with a valid inspection sticker. Be sure the emergency brake is working properly.
Show an automobile insurance identification card. The card must state the name of the insurance carrier, effective and expiration dates of coverage, name of insured, and the description of the vehicle including the vehicle identification number.
Show a valid registration certificate for the vehicle.
Pay the applicable fee.
Pass the driving test.

Once you have passed the driving test, if you are 18 or older you will be issued an operator license.

Junior Operator License

If you are under 18, you will be issued a junior operator license with the following restrictions:

May not carry passengers for hire
May not carry more passengers than there are seatbelts
May not operate a vehicle in the course of employment (for example, a pizza driver) unless license has been held for one year or driver reaches age 18

First three months:

Must drive alone or with a licensed and unimpaired parent/guardian/driving instructor/individual who is 25 or over.
May transport any number of passengers, as long as there are enough seatbelts everyone, if one of the individuals is a licensed and unimpaired parent/guardian/driving instructor/individual who is 25 or over.

Second three months:

May begin transporting properly restrained family members only without being accompanied by a licensed and unimpaired parent/guardian/driving instructor/individual who is 25 or over.

After 6 months:

There is no restriction on the number of passengers you can transport in the vehicle. However, you are not allowed to transport more passengers than there are safety belts.
