In order to get the Missouri instruction permit, applicants who have not completed a drivers education course must pass a written test on traffic laws and signs. Most people fail this test on their first try.

| 2. Apply for the Missouri learners permit / instruction permit |

Apply for your instruction permit at a DOR office near you.
In order to be eligible for the instruction permit, you must:
- Be at least 15 years old.
-
Have your parent or guardian comes with you to a branch or fee office, provide written permission, and agree to provide 40 hours of in-car driving lessons.
- Pass a vision test.
- Pay the applicable fee.
- Pass a road sign and written test.
Once you pass the written test, you will be issued an instruction permit which has the following restrictions:

If the permit holder is under 16 years old, the instruction permit may only be used when accompanied by a parent, grandparent, legal guardian, or a qualified driving instructor.

If the permit holder is 16 years or older, the person occupying the seat beside the driver must be at least 21 and have a valid license.

The instruction permit is valid for 12 months. This permit may be renewed as many times as needed, without having to take additional written tests.

Seat belts must be worn by the driver and all passengers.

| 3. Practice driving under supervision |
|
|
|
Practice driving under supervision. If you are under 21 you must log at least 40 hours (10 at night) of driving practice in the company of your parent, grandparent or legal guardian. You must also hold the instruction permit for a minimum of 182 days.

| 4. Take the road test for the Missouri drivers license |

Schedule an appointment for the driving test at your local DOR office.
In order to be eligible for the Missouri drivers license / intermediate license, you must:

Be at least 16 years old.
-
Have held your instruction permit for 182 days if you are under 21.
-
Bring your parent or guardian to verify that you have had at least 40 hours (10 at night) of supervised driving practice if you are under 21.
-
Have had no alcohol-related offenses in last 12 months; no traffic convictions in last 6 months.
-
Pass the vision, road sign, and written tests if results are over a year old.

Pay the applicable fee.

Pass the driving test.
Once you pass the driving test, you will be issued a drivers license. If you are under 18, you will be issued an intermediate license with the following restrictions:

During the first 6 months, you may not operate a motor vehicle with more than one passenger who is under 19 years old and who is not a member of your immediate family.

After the first 6 months, you may not operate a motor vehicle with more than three passengers who are under 19 years old and who are not members of your immediate family.
-
You may not drive alone between 1:00 a.m. - 5:00 a.m. except to and from a school activity, job, or for an emergency, unless accompanied by a licensed driver 21 years old or older.

Seat belts must be worn by the driver and all passengers
Once you turn 18, you will be eligible for a full license provided that the following conditions have been met:

You must satisfy the requirements for an intermediate license, including having no alcohol-related offenses or traffic convictions in the last 12 months.

You must have a valid intermediate license. Your intermediate license cannot be suspended, revoked, or denied when you apply for a full license.

You must pass the vision and road sign recognition tests. (You are not required to pass the written and driving tests if already completed.
